1.    PROJECT’S PREZENTATION:
General objective: It is a known fact that the city of Tirgu Mures has a regional and national reputation as a medical center. In the central – western part of the city, health units are concentrated: Mures County Emergency Clinical Hospital, SMURD, Regional Blood Transfusion Center,….etc. The access to the city is made from the four major cities: one entry from Cluj - Napoca, one from Reghin, one from Sighisoara, respectively one from Bistrita (via Rîciu). Two of the four entries (the one from Cluj - Napoca and from Sighisoara) have a tortuous access to the area of health services:one needs to traverse the city from one end to the other or a great part of it, being impossible to avoid the central area or some narrow streets, densely built and with very abrupt grade, and where the traffic is congested at certain times of the day. To the traffic coming from those two mentioned cities and which has as a destination the hospitals and clinics in the city of Tirgu Mures, also adds the local traffic (people who need medical services and medical staff, the traffic to Universities) collected from the large neighborhoods of the city intending to reach the mentioned area.

There were cases of death of persons who could be saved if traffic was not congested, allowing the ambulance to arrive on time at the hospital. It is planned to be built a Regional Hospital behind the County Hospital, whose accomplishment is conditioned by the construction of the connecting street between County Clinical Hospital and Livezeni Street. By this, it is expected to reduce the intervention time of the ambulances. The street will have as a starting point the crossroad between St. John and Livezeni street, will overlap by a length of 275 m with it, and will have as a destination Tirgu Mures County Hospital. This route will allow easy access to an important area for recreation and tourism of the city - the Corneşti plateau, the Zoo, area which is now accessed from few streets that have intense traffic. In addition to this, it will make a quick connection between two large neighborhoods of the city: Cornisa and Tudor Vladimirescu, which are currently connected through a narrow and steep street - Papiu Ilarian Street.

Specific objectives:
-   Improving health and public protection services, by reducing the intervention time of the trucks, especially of the ambulances;

-   Facilitating accessibility to one of the tourist and recreational areas of regional interest (the Zoo and the recreational area- Corneşti Plateau) located in Tg Mures;

-   Improving the health of the people in Tg Mures, due to the decreasing of contaminant levels of pollution as a consequence of the downtown traffic decongestion;

-   Constructing a direct connection between the two large neighborhoods of the city: Tudor Vladimirescu and Cornisa, absolving the central area by the transit traffic;

-   Increasing the traffic capacity of roads; -   Reducing the generalized exploitation costs of the vehicles; -   The growth of the traffic safety; -   A better course of the traffic in urban area.
