1. PROJECT’S PRESENTATION

The general objective of the project is improving the efficiency of public services provided by the City Hall of Tirgu- Mures and promoting the interaction between the institution, citizens, decentralized public services, local public administration and business environment through IT&C.

Specific objectives:

1) Modernizing and improving the efficiency of the City Hall’s internal activities that are at the basis of providing the electronic public services by computerizing the systems.

The implemented workflows within this project contribute to the development and the improvement of the efficiency of the City Hall’s activity through:

-   The urbanism mode that manages the specific documents of the Urbanism Directions within the Halls and the County Councils: Urbanism Certificates, authorizations for disposal of constructions, unique agreements.

-   Graphic interactive system for management in administration.

-   Marital status application that manages the records of births, marriages, and deaths together with specific mentions.

-   Agricultural register for unitary and complete management of the fields on use category and of the inventory of each farm.

-   Managing the implementation of the projects that have as a target the accomplishment of the investments’ objectives, respectively their acquisitions.

-   System for recording the public procurement and the management of accounting documents.

2) Providing public services to the citizens and business environment by developing new services and encouraging the innovation: 

-   Creating an integrated management and local taxes collecting system, developed according to Ordinance 36/2002, Law 571/2003, the actual tax code, updated with the latest legislative changes and their application methodology.

-   The payment of the taxes through banking card.

3)  Increasing the comfort of the local community through:

-   The considerable reduction of the measures and effect of bureaucracy.

-   Participative democracy stimulation through unlimited possibilities of consulting the citizens, private sector and other categories on one hand, and lower costs for all these on the other hand.

2. PROJECT’S VALUE:

-   The total value of the project is 1.292.080,00 lei  from which:

-   Non-reimbursable financial assistance:            1.021.160,00 lei

-   Co- financing                                        20.840,00 lei

The difference of 250.080,00 lei is represented by the non-eligible costs and VAT of the project’s total value.
